I want to know about CPU steal time, we are using Amazon EC2 machine which is of Centos 7, from today evening it is observed that there is an cpu steal time in top command output. My concern is, can we rectify this issue from our end? or we should contact Amazon ?

There is something really wrong with that server. With only one user logged on, averages of 10.30, 9.13, and 9.13 clearly indicate that fact.
If the problem still persists, you need to find out what process(es) are causing that load:
ps -eo pid,comm,%cpu --sort=-%cpu | less
and consider terminating them immediately. The above command will list all the processes sorted by CPU usage in descending order.
